Use the following 0–5 scale. Apply the criterion-specific descriptions below, and record whether evidence is a vendor claim, a documented contract term, an observed test or sustained operational use.
| Rating | General anchor |
|---|---|
| 0 | No usable evidence, or the requirement is contradicted |
| 1 | Claimed capability without relevant proof |
| 2 | Demonstrated on a limited or rehearsed example |
| 3 | Demonstrated on buyer-relevant work, with material gaps still identified |
| 4 | Agreed acceptance evidence supplied and tests passed for the bounded scope |
| 5 | Repeated evidence across the agreed variation, with operational ownership and changes tested |
A long proposal is not automatically stronger evidence. For commercial criteria, documentary proof and contract commitments may be more relevant than a software demonstration.
